FYI the normal/default Windows installer for 2.10.7
("pidgin-2.10.7.exe") is misbehaving. We've temporarily removed it
until we can figure out what's going on.
In the meantime you can use the full offline installer, which is
equivalent:

I am running Win7 Pro 64bit and just upgraded to Pidgin 2.10.7 and get an
error that libatk-1.0.0.dll is missing, preventing Pidgin from starting.
