What you downloaded is a source code archive, I doubt you're interested
in it ATM. Please, scroll that page a bit, and read the instruction
that is there. It has paragraph "Windows install" which says, quoting:

I went to the link for the plugin https://github.com/EionRobb/icyque
and downloaded icyque-master
it has files and another purple2compat folder
Tell me please where should I put all these files and a folder?
