If I understand your request correctly, this cannot be done with *any* 
mail reader. Only mail servers can do this automatically.


As a workaround you can select all your mail in account 1 and Move to 
account 2, each time you connect.

move to would be if you are moving messages to another account in the 
same instance of seamonkey.  This can be done in both the email client 
and newsreader.


While you can't forward a newsgroup message, you can set up email 
client filters to automatically forward incoming email to a specific 
address based on the rules you specify.


That said... be careful... a rule with forwarding or reply can lead to 
email looping which can lead to a vicious email storm and a lot of anger ;-)
