Well, I just performed a clean, trial install of SM 2.2, just to see the file architecture, and the only sqlite database in the main program folder is places.sqlite. I've verified that image permissions and cookie control come under the places.sqlite database manager within SM. Have you looked into the file? In my installation, cookies are in cookies.sqlite and permissions in permissions.sqlite.
