New NT3.51 install does not run

I've just installed Seamonkey 1.1.14 on my Windows NT3.51 PC. Unfortunately when I double click to start the program, nothing happens... the mouse arrow briefly becomes an hour-glass for a fraction of a second, then... nothing. I have uninstalled and reinstalled three times. Where might I be going

Sorry but after reinstalling yet again it still does not work. It installs perfectly, then when I go to run it, nothing happens. The mouse flashes briefly as an hour-glass and the program never opens. There was some mention of SeaMonkey not agreeing with some ATI video drivers, but I'm using a
