NO. That preference shouldn't even exist. It enables non-standard 
behaviour that pisses people hosting the sites off.

Did you check your Preferences: Appearance / Content:

Display website icons in bookmarks menu and toolbar:
  (...options...)

You may also need to check "Aggressively look for website icons when 
the page does not define one".
