The easiest way to make sure you have a current page is to hold the 
shift key and click the Reload button.

If you have a good broadband connection to the Internet, I suggest you
prevent any caching.  The reason is that a large number of Web pages
today are generated "on the fly".  This means that new HTML is generated
each time you request a page.  This happens with PHP-generated pages.
It also happens with pages using server-side scripts to provide
counters, today's date, date of the page's last update, and other such
dynamic content.

With the setting suggested by Gallagher, such pages will always have a
later date than the cached page.  This is because a Web server tags such
pages with the date and time the page was last updated, either the date
PHP generated the page or the date any dynamic content was added.  In
either case, that is the date and time immediately before the page is
sent to you; and thus Gallagher's suggestion results in a comparison
that fails for such pages, slowing the process of rendering Web pages.

Thus, at [Edit > Preferences > Advanced > Cache], I did the following:

*   unchecked the checkbox for "Let SeaMonkey manage the size of my cache

*   set the "n" in "Use up to n MB of disk space ..." to zero

*   set "Compare the page in the cache to the page in the network" to Never.
