Take a look at Windows Task Manager/Processes Window.  See if agent.exe
is running.  That'll slow things up too.

Back in Win98 times I often noticed that the mouse was behaving

What makes the mouse pointer on the monitor sometimes act in a sluggish 
manner?
It happens out of the blue, acts sluggish for a while, and then seems to 
repair itself.
