Try deleting this registry key (or group of registry keys):
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Freenet 
0.7.0\

This is what the new installer looks for.

Probably in the registry somewhere, and maybe the service user still exists as 
well? The old installer was rather messy. The new wininstaller is much less 
messy but it is sadly not working for everyone. :|
