My blood pressure boils just from reading this.
Unfortunately the character has plenty of negative in the
old ID so that shows he is not a negotiable-kind-of-type
and seems capable of lying and stealing.

Exactly. That is so well their policy summarized.

On a side note, I for one had to change my user ID
because it was my e-mail address earlier.
The e-mail ID was conveniant.
eBay forced to change it on a basis that "users that have
e-mail address as ID are more likely to get targeted"
or something like that. Bullshit.
It's because they want to control business going
on outside eBay and surely want it all to happen on-line at
their site with all the high listing and Paypal fees.
