Ezra Project 0.12.0 has been released. Ezra Project is a topical bible study
tool.

I could look into turning Ezra Project into a Chrome App. The frontend
is already HTML/CSS + JavaScript which is the technology powering Chrome
Apps. And it's already made for desktop use.
As far as I can see from a short evaluation the pre-conditions would be
these two things:

FYI also, you can test how well Android app works in ChromeOS by installing
ChromeOS image into Android emulator.

I don't own a Chromebook myself, but the concept is there to use web
applications wherever possible (the systems have limitied storage by
design, if I'm not mistaken). There is technical possibility to install/run
Linux applications, but it is not enabled by default.
