No, networkd works fine without D-Bus (of course you can't use D-Bus specific
functionality then, mostly transient hostnames and DHCP-acquired timezones).
I've tried it myself in a Debian initramfs-tools context (which has no systemd
nor D-Bus nor much other bells and whistles aside from busybox and udev) and it
works fine.
