With regard to your comment below I am aware of mappers that use meadow because
there are horses in a field year round. Personally, I don't think this is the
way to identify a meadow.

get's constructed currently, as it's the building key. Even a small area
around that belongs to the construction site is landuse=construction,
but building=construction (as it's no building).
