[Tagging] Club key page changes

I noticed that the original proposal for the key "Club" had 13 votes in favor and 5 votes against, therefore it should have been considered "rejected" rather than "approved." I've made a note of this in the proposal page and changed the status for the wiki page to "in use" instead of "approved". -

Thanks Jan Just posed a question which I'll repeat here so nobody misses out! Question re operator & police:unit "names". Under :operator you have the example of NYPD, then under :unit you mention CRS & SWAT. Should they be abbreviated (which is how everybody knows them!), or spelt out full -
