If it fits, you might also add highway=emergency_access_point [1]
Actually, this is a perfect match for the emergency=* key, but for
historical reasons, it is tagged as highway=*.

I found this tag proposal for milestone, which has been abandoned.
However, there is a long discussion on it and it might give you some
ideas. (I didn't read the whole thing. :-( ) I think the idea
discussed here fits with what you are tagging.
