everything that has "*wall*" in the value of "barrier" is shown with way and
area in the wiki, I see absolutely no reason why a garden_wall shouldn't be
allowed on a way and only on areas.
My _guess_ is, that garden_wall was added later to the garden:type page when
all the other

Facade garden is really for tiny gardens adjacent to the front
