FWIW, I don't like that. Look at residential=garden...someone lives in the garden? Well, yes :) You don't need to sleep there over night (although especially kids do that sometimes) to designate it as a residential area. A typical residential landuse area contains many buildings, gardens and other associated features. So gardens can certainly be a part of a residential area, but they aren't residential areas themselves.
