This is a proposal for tags on restriction relations. Some restrictions
do not apply universally, but are limited to certain vehicles, some days
or even some times of the day.

There's no reason to prefer cycleway=opposite except tradition.

Looking at http://wiki.openstreetmap.org/wiki/Key:access I get the ipression
that psv includes bus and taxi.

I like this proposal and I think it could be extended for weather/road
conditions as well (fog, wet surface, etc.)
