Just so see what happens, I then created two rectangles in that area, one tagged as landuse=plant_nursery and one as landuse=meadow. The meadow showed up on the map, the plant_nursery didn't. So I conclude it must be the tag. OK, but please change the experiments now to the correct tagging. Tagging tests to check rendering is being seen controversial at least. Sure, but it also needs to harmonise with other features. That's why it is discussed beforehand. One way to accelerate the process is to get the hands on, read the instructions, test necessary code changes and create a pull request. It would be nice if there were a color or pattern for "tagged but not yet decided how to render", to distinguish from "not yet tagged". That would not work. There should be no untagged objects in the database anyway. As you can create a new tag also for specialised features, that would clutter the map. Do you know a way to see what's tagged in JOSM, except using Imagery - OpenStreetMap (Mapnik)? Not sure what you are looking for.
