I have worked with folks doing ground surveys of helicopter landing
zones during emergency response.
These are ground truthed locations, observed by active search and
rescue helicopter pilots collecting the basic minimum critical ground
survey items for an HLZ for their aircraft
I am reluctant to suggest that mapping large groups of buildings as one
outline is a good idea. As I said, to me it is a last resort and should
be avoided at all costs. Otherwise we are going to get blocks of easily
mapped buildings outlined as building just because that is a lot easier

I am looking through taginfo and the wiki, but I don't see a good clear
tag for immigrant/asylum/refugee "reception" centers.
These are usually government type facilities that process immigrants and
refugees.
Some are also holding facilities, and some are just government offices.

OSM already tags a lot of temporary and transient stuff.
We are aware of the nature of the tags and want to be able to review,
