The cleanest solution is always a proposal but for values it is
sometimes not demanded on.
I think it is much better to describe all values on the page of the key
possibly in different paragraphs or on an own page.
You can still list appropriate values on the page of the primary tag and

since the pipeline proposal was approved, I'm currently creating
sub-pages for most tags used in the proposal. I took the liberty to
create a page for support=* [1], as discussed earlier.
two ideas:
- support=* could also be useful for man_made=surveillance. the
example picture in [2]
I suggest to focus on what is actually approved.
Like location=*, usage=* or substation=*, main proposal features like
pipeline should be described on a dedicated key page
Those feature key pages will use some of these tags (like support=*) and
give the values which correspond to.
