these should be remapped, highway=bus_stop is similar to 
public_transport=platform, while the stop_position should be part of the highway

this depends on the traffic density, on big roads there's usually tens of cars 
passing while a bus stops, and pedestrians won't cross outside of signal 
controlled crossings anyway, while in small streets with few traffic  people 
getting off the bus might be more likely tempted to cross the street without 
paying proper attention to passing vehicles.

I have seen, that the "*:lanes=*"-scheme has been used for this.
E.g.:
lanes=3
lanes:forward=2
lanes:backward=1
bus:lanes:forward=yes|designated
motor_vehicle:lanes:forward=yes|no

I don't belive that there is a tag for a node however.
Please also note, that there are cases where a highway=bus_stop is used 
together with public_transport=stop_position, so highway:right=bus_bay 
might be problemtic.

BTW,

the opposite. Bus peninsulas if you want. that makes the traffic stop 
when a bus is at the bus stop and removes the dangerous situation of a 
car overtaking while a bus is at the stop.

The bus direction can be determined by routing software using the ways
present in a type=route relation, assuming they ordered.
