I think what's being referred to here is "real-time parking guidance".
So you have 3 multi-level parking garages in city centre, and a sign
will tell you the current remaining capacity in each of them, to help
you choose the best one. It's in The Other Wiki:

In Toronto I've seen a guidepost=vms (variable-message sign)
https://www.openstreetmap.org/node/3396319411 though this does not
appear to be standard.

Sure. There's nothing in the wiki about parking guidance displays.
What I did find useful was checking how things are mapped in various
well-mapped cities. For parking availability guidance, I'd guess I
would suggest checking Munich, maybe Oslo?

seconded, we have it here in the city centre, it's an electric LED 
display that shows the free spaces in real time (or just says full). in 
our case it is integrated into the road sign

+board_type=*.  Taginfo
doesn't show any board_type=pollution, but you could probably get away with
it.

Are you talking about a timetable at a bus stop?  One was is to add the tag
departures_board=timetable to a public_transport=platform or
public_transport=station.
An proposed alternative is public_transport=timetable as a relation.

Are you talking about a real-time display?  One way is
passenger_information_display=yes
added to a bus stop or railway platform.  The iD editor uses this in its
presets.  An alternative,
less widely used (and not directly supported by iD) is
departures_board=realtime.

[Tagging] Tag an information panel

Hi
Spanish calling
Here at Spanish community of OSM we are asking about the information poles
and panels we have in our cities. we are talking about 3 types:

-Information about the capacity of a parking
-Information about the pollution level in a city
-Information about public transport ETA, and so on.

Is there any kind of tagging? Should we create new one?

A possibility is to make something like
highway=information_panel
and then extend the information key to values like
parking_capacity,pollution,public_transport...

How do you tag these items?
