I suggest we use shopping_centre as a broader term. A mall is a special type of shopping centre (big, enclosed, with amenities). Tagging a mall with shop=shopping_centre isn't wrong, but shop=mall is more specific.
That way we can tag everything that isn't a mall but has several shops together with shopping_centre.
