Going back in edit history, the earliest I found was https://www.openstreetmap.org/way/213444942/history v1 from https://www.openstreetmap.org/changeset/15525007 in 2013. Doubt you'll get answers for that, especially considering the edit seemed wonky anyway with overlapping highways. I agree it's probably some "temporary tag".
