is one of the prisons in question. The issue arose because I've been going
through county
tax records, looking for parcels that are owned by the state government.
Most of those parcels
contain landmarks that should be mapped - parks, state trooper barracks,
state office buildings,
schools, hospitals, prisons, you name it. Many are not mapped. I'm
gradually fixing that.

Ditto the clear space outside the walls that's kept from development in
order to ensure that the guard towers have a clear line of fire.

To me, prisons are not so different than schools or hospitals, in that
there is a land area for the facility and then buildings within.   So
your approach sounds right.

I am stunned to find that prisons are categorized as amenities so the rest of 
this thread about tagging details of such seems straight out of a Monte Python 
skit.

What dictionary definition of amenity was used to argue that a prison should be 
tagged that way? I sure don’t see it in my American English dictionaries nor in 
my older copy of the Oxford English Dictionary.

When it is a bit of green space around, visitor/staff parking etc, I'd agree.

When it comes to farmland, I would not consider it part of the amenity. It might
be operated by the facility, fine. But as we do not tag ownership, the fact that
is owned by the institution would not make it part of the amenity.
