In Belgium banks are closed on public holidays, even some special ones
like July 11 (only Flemish part).
Bakeries on the other side are typically open on Sundays and public
holidays. Even when the public holiday falls on their usual closing

As a "global" default won't work due to the arguments mentioned, how about
making it easier for the data consumers?
We still face the problem that a lot of opening hours are incompletely

banks are a particular amenity with typically very limited opening hours
