If your doing this for a web application, I suggest client-side javascript. I don't believe the Date/Time of the client comes through the HTTP Request, but you may want to look into the standard HTTP Request Headers that are available. I am not familar with the Date/Time tag so I can't tell you if it has something in it that does this or not. : )
