I would never have guessed at the solution.
tagpooling is true in 4.1.12 also.
If there is an FAQ for taglibs, conf/web.xml/enablePooling default(true)
causes problems with subsequent access.

You have to configure the JspServlet in $CATALINA_HOME/conf/web.xml.
The original configuration looks like this:
