Like Hugh, I got the "No new release found" for my 19.10 laptop even
after following all of that. The only thing that got it to do what I

I recently did a similar upgrade. (Kubuntu, but same rules).
You can only upgrade to 20.04 directly from either 18.04 LTS or 19.10, so
first you have to get to one of those depending on whether you're on the
LTS path or not. Also make sure that those are at their most current before
upgrading
