Well, the first thing I did was take Lennart's advice, because it's always good.  I got a NIC with an intel chipset and installed it.  No difference. Tried a different switch port, no difference.  Switched up to Cat 6 cable, no difference. Ethtool says the new card is running at 1000Mb/s.
