Open the Window-Eyes control panel and make sure that Hot keys, Miscellaneous, Read to end isn't using Control-Shift-R. If it isn't try assigning it. The reason for doing this is that Window-Eyes will tell you if it's defined as any other hot key. If not it will then be assigned to Read to end.
