Rick, I'm replicating your issue, but in Excel 2010. I followed your steps and put info in sells a1, b1, c1, a2, b2, and c2. If I just start typing in the cell, whether an empty sell or one that has text in it and I'm completely overriting the text, the right and down arrow keys move me to the next cell. However, if I use F2 to edit the cell, the right and down arrow keys do not work to move you to the next cell. I turned off Window Eyes and confirmed that Excel works the same way with WE turned off. If you use F2 to edit a cell, you can think of it as Excel taking you into a special edit mode where you can arrow around all information in that cell using Home, End, arrows and so on. This is really important when you have lots of information in a given cell and or a really long formula for which you need to arrow to the parts you want to edit.
If you are, in fact, hitting F2 to edit your cells, then just hit F2 again once you are done editing and the arrow keys will again move you to the next cell. For instance, if your headings are on row 3, you go to cell 3,and set up the speaking of headings by pressing shift-alt-h, then follow the dialog as you have done.
