Only nodes that are within the tolerance of the simplified way are removed.
Nodes that are used by other ways or relations are not removed either.
By default it uses a tolerance of 50 meters, so if you want less points to be
removed, you might want to s
oaded, and everything with an
action="delete" attribute is deleted.
For example the following will cause one PUT to /api/0.5/node/create, one PUT
to /api/0.5/way/1234 and one DELETE to /api/0.5/way/5678.

In fact, JOSM doesn't name incomplete ways as "0 nodes" since more than a
month[1]. Nowadays incomplete ways are just shown as "incomplete".
