No scheme that I know of.

There are many similar problems throughout Africa and we can't have a
special tagging scheme for each one. An example can be that the ferry
that takes vehicles across the Zambezi ( Zambia / Botswana) will
frequently be out of order, so tourists should use the bridge at the
Victoria falls and travel through Zimbabwe when possible.

You can however use a few tricks to get good results :
1. Tag the node and the way with note='...' Are notes rendered ? If
not, tag it with name='...'
2. Tag the way with highway=track and artificially lower maxspeed
Routing software will then prefer the alternatives.
