I did not understand these two changes. I would like to see an example
on the map or/and read a wiki article about the building label, the shop
label, and the ST_PointOnSurface.
In the two following articles:

Today, v4.22.0 of the OpenStreetMap Carto stylesheet (the default
stylesheet on the OSM website) has been released. Once changes are deployed
on the openstreetmap.org it will take couple of days before all tiles
show the new rendering.
