If you dig through the history of
https://wiki.openstreetmap.org/wiki/Remapping you'll find lots of urls
that showed what impact the data redaction for the license change was
going to have. But probably none of those are still functional.

I think that's the best bet at this stage. There a a few websites that
render OSM at differents snapshots in time, but I don't know of any
that have snapshots pre/post odbl.

Contributors have put a lot of effort into making the diff as small as
possible, and even in areas where the loss was significant (parts of
Australia for example), OSM recovered amazingly quickly afterwards.

I'm not sure, but could you download & use the files from here:
http://planet.openstreetmap.org/cc-by-sa/ ? Import with osm2pgsql and
display it yourself with openstreetmap-carto ?

which doesn't seem to be working.

I am not. I just don't want to say "guilty" prematurely. It's a system
for traffic information (public-facing site) and traffic control built
by some neighboring cities.

maybe you are talking about Apple maps? They use both, pre-redaction
cc-by-sa data and also ODbl data.

Apologies if I've misinterpreted the question, but if you saw something 
comparing against old OSM data it might have been using tiles from 
http://map.fosm.org/ ?  That's based on pre-licence change OSM data.  
There are some people updating that, but not many.

comparing against old OSM data it might have been using tiles from

You could look at the tiles from FOSM: http://www.fosm.org/
They made a fork of OSM from cc-by-sa pre-redaction data, but they
have several orders of magnitude less edits/editors than OSM, so in
many parts of the world you can pretend it's a frozen pre-redaction
snapshot ;)
