Well the information is kept in the OSM history (even if the ways are deleted?) Someone could do a render with 2007 roads in red, 2008 roads in orange, 2009 roads in yellow... etc. I'm sure such tiles could be generated and used for flickr. On the main OSM website it might be more hard to do
