Well the information is kept in the OSM history (even if the ways are
deleted?)
Someone could do a render with 2007 roads in red, 2008 roads in orange, 2009
roads in yellow... etc.
I'm sure such tiles could be generated and used for flickr. On the main OSM
website it might be more hard to do

Well, if it is purposeful vandalism, I'd still take my hat off to them, as
they did a really good job.
Very precise, and it would be a pity to loose it (even though, if it's not
real then of course it should be removed).
