Thanks for the hint, now it is working for me too.
On some ways I had to shorten the way first (because both endpoints were on
top of each other) and then extend the end to the end point of the other way.

Note that you can only merge ways that meet end-to-end.
e.g.
*way1*-way2--*
can be merged to make
*-way3---*--*
So you cannot merge something like this where way 2 joins in the middle of
way 1.
