[talk-au] protect_class=24 and Indigenous Protected Areas

I've noticed that listed under protect_class=24 (political protection) for Australia are Indigenous Protected Areas. This is incorrect, as Indigenous Protected Areas are conservation areas owned or managed by Indigenous groups and have an IUCN Category assigned to them, they should be tagged
