While possible to host your own version of the OSM API, I would say it would be a lot of effort to do. It comes down to how many people you'd have editing at once. If you can ensure that only one person will edit at a time, you can just have a .osm file as your database and not worry about

According to https://www.qld.gov.au/transport/safety/signs/regulatory it means "No trucks sign A truck driver must not drive past a no trucks sign." at least in Qld I would expect that the main difference is that it does not apply to
