I came to the opinion that a maxspeed tag didn't really capture a school
zone, even with complex time restrictions.
Possibly it makes more sense to keep using restriction=school_zone but as
others have pointed out, probably nothing reads these. I know some brands
of car GPS devices can warn you

children are present

That sign makes too much common sense. If adopted in NSW, they would
need to put ankle bracelets on all children so the speed cameras sense
a child's proximity. Let's not give them any ideas. :-)

Judging by the tagwatch site it's pretty hit and miss about the whole affair.
Just like maxspeed is important, I think time based zoning is just as
important, if not more so.
Does anyone have any suggestions on the best way to do this that could be put
into a proposal?

How accurate are you wanting to go? To be truly accurate, you're going
to need to take weekends and school holidays into account as well.
Actually, on a serious note, I'd love to have a routing algorithm that
avoids schools during child dropoff and pickup hours when possible. I

Weekends are easy to account for, school holidays aren't as easy but I'm sure
some where there
