This seems like a good case where the road is being actively dismantled.

I think the only reason to keep it at all is where you can see the 
ex-road in imagery, so you want people who are editing to know that this 
thing doesn't actually exist.

If it is still visible then it should be retained on the map.

I would recommend 
(1) changing highway=* to demolished:highway=* 
(2) adding note tag explaining situation
(3) deleting geometry in far future, when there is no risk of remapping it

Deleting the old alignment is certainly "correct", but if there's still 
imagery around that shows the old location then someone might re-add it 
by mistake.


I'd suggest instead "demolished:highway=blah" on the old route - it'll 
explain to future mappers why it isn't there any more.  I'd prefer a 
lifecycle tag to "demolished=yes" here because something that wasn't 
looking for a "demolished=yes" tag might still think that there was a 
road there.
