With the help of eMerzh, yesterday, we converted the raster image
downloaded from Urbis to a geotiff (georeferenced tiff).
I upload the image to my (little) server and I could serve it through a
WMS, and the use it as imagery in JOSM.
Could you try if it works by yourself ?
