I think it should be discouraged. Sortie 28 means ref=28. Nothing else.

[OSM-talk-be] motorway exit names

Hi,

I noticed that someone recently has added some 'name' tags (e.g. Sortie 28 [1]) 
on 'motorway_links' (motorway exit). Is that something that should be 
discouraged or encouraged?
