Under the motto "Global goals, local impact," this conference aims to build stronger relationships between open data initiatives from the different governments and establish a dialogue involving the voices os experts from various sectors, the open data community, senior officials, industry leaders and representatives of civil society globally. The three elements that form the action plan of the agenda are the following: - *Call for impact:* presentation of open data initiatives that have real impact on the lives of people - *Call for action:* sessions that allow to build a roadmap towards a global open data connectivity - *Call for sharing:* sharing knowledge on open data through sessions and workshops that favor co-creation and collaboration With the launching -starting from March 1st- of the Call for Proposals, the composition of the agenda is officially initiated, the essence of IODC16.
