Hi all, Thanks for all the replies and advice. My general take-away from this is that council data should be used to guide a ground-survey effort with a GPS. I wasn't aware that so much red tape existed around licensing, and that the data isn't always a true reflection in the field.

One of the big issues is with importing rights of way data there can be significant difference between the legal line shown in the data and what exists on the ground. Most rights of way have never been accurately surveyed, the lines were draw onto OS maps by parish councilors who were not
