This is a follow-up to my recent postings on refs on tertiaries and
unclassified roads. This is not a whinge it is about a potentially serious
issue.

I have been looking at websites for a number of Local Authorities to see if
their statutory register of Highways has been licensed with a suitable open
license, such as OGL. However I have failed to find any obvious information
to this effect on several authorities where the LA identifier is used as a
ref on OSM (notably Wrexham, Norfolk, and Highland). In general such sites
have an overall copyright notice covering data accessed from the site.

If you have used such information and can provide evidence that this
information is available under terms which do not infringe the owner's
copyright and are compatible with ODbL I would strongly suggest that you
document this on the wiki, and ensure that the source for such tags is
tagged on each way where such a reference is used.

I will check back in 2 weeks time; and if such information has not been
provided I will escalate the potential breach of copyright to the DWG.
