The values seem to be in OSM in the ISO3166-2 tag (a couple twice) https://taginfo.openstreetmap.org.uk/keys/ISO3166-2#values I tried to get overpass turbo to display them but I either got a timeout or a very large amount of data returned. I zoomed in and got GB-ENG, GB-ESS, GB-SOS and whate
