Following on from our discussions at last night's monthly meeting can I
propose the following as a way forward?

Traffic Signals

Import as nodes and then gradually transfer relevant data to adjacent
traffic signal nodes,then deleting the import node as and when folk are
editing in the area. I think the only data we need to add is the usrn
number. At the time of import we add a FIXME note with instructions on what
to do on each node

Trees

We do this on an area by area basis, deleting the existing tree nodes along
highways and replacing with Amey data. The data looks good as far as
positional placement goes and the other data looks pretty comprehensive.
Jerry, who des have some expert knowledge in this area, has suggested this
approach supplemented with a survey to check the accuracy of the species
description. I don't think we have either the human resources or expertise
to do the follow-up survey and I think we'll have to rely on the accuracy
of Amey.

Overall this approach will be slower and more human-intensive but works
around our lack of programming skills to do a mass extract compare delete
import

On both issues I'll contact Amey as to how they propose to release data for
additions and deletions.
